Associate Professor, PhD Beata Fałda
A graduate of the Institute of Economics of the Catholic University of Lublin, where in 1998 she obtained a master’s degree for her thesis entitled: ‘Educational Expenditures and Municipal Budgets in 1992-1996. A comparative Analysis’ – written under the supervision of Prof. PhD Zyta Gilowska. In 2003, she received a doctoral degree in economics based on the doctoral dissertation entitled: ‘Dynamic Modelling of Economic Processes’ supervised by Prof. PhD Józef Zając. In 2023 she completed postgraduate studies ‘Programming and Data Bases’, UMCS Faculty of Mathematics, Physics and Computer Science.
She worked as an assistant (1998-2004) and assistant professor (2005-2013) at the Department of Applied Mathematics at the Institute of Economics and Management of the John Paul II Catholic University of Lublin. Since 2001 an academic teacher at the State School of Higher Education in Chełm (currently The University College of Applied Sciences in Chełm). From 2003 to 2016, Vice-Rector for Studies and Teaching at the State School of Higher Education in Chełm. From 2016 to 2019, she was the Vice-Rector for Development, and from 2019 to 2024, she was Vice-Rector for Student Affairs at the University College of Applied Sciences in Chełm.
From 2007 to 2012, she was the head of the postgraduate studies ‘Logistics’ at the Catholic University of Lublin, and in 2008-2012, the head of the postgraduate studies ‘Human Resources Management’ at the Catholic University of Lublin. Since 2008, she has been a member of the Chełm Scientific Society and, since 2017, an expert within the framework of Priority Axis III of the Operational Programme Knowledge Education Development and the Smart Growth Programme run by the National Centre for Research and Development. Since 2024, she has been an expert within the European Funds for Modern Economy Programme and the European Funds for Social Development Programme run by the National Centre for Research and Development. Since 2019, a member of the working group for the social responsibility of universities at the Ministry Funds and Regional Policy. From 2019 to 2022, she was a member and vice-chair of the Museum Council at the Wiktor Ambroziewicz Museum of the Chełm Region. In 2022-2024, she continued her activity as a member of the Museum Council in the term 2022-2024. Since 2020, a member of the Scientific Council of the Poleski National Park for 2020-2025.
She gives lectures and conducts classes on subjects related to the application of mathematics in economics, such as mathematical economics, insurance mathematics, forecasting, and simulations. Her research interests focus on issues related to mathematical economics and econometrics.
The main research topics include:
1. Algebraic analysis of selected aspects of economic processes, including determination of statistical parameter values taking into account the structural properties of the modeled problem
2. Original development of the price optimization process in the supply-demand model, leading to revenue maximization in the multiple participation of the product on the market
3. Construction and selection of forecasting models using generalized regression and circular regression theory
She is the author of several dozen publications in economics, applications of mathematics in economics, air transport economics, and issues of the organization and functioning of higher education, including five monographs and three textbooks.
She actively participated in over 90 scientific conferences and seminars at domestic and foreign universities (including Finland, Israel, Japan, Ukraine, the USA, Serbia, and Azerbaijan), where she presented the results of her research in mathematics applications, management in education and higher education, and regional policy.
She organized and co-organized several dozen scientific conferences, both national and international, on topics related to the application of mathematics, computer science, and local government, including the Conference on Analytic Functions and Related Topics, which brought together outstanding mathematicians from around the world.
Since 2021, she has been a reviewer for the Financial Internet Quarterly magazine, where articles cover issues in corporate finance, public finance, insurance, banking, accounting, capital markets, and the legal aspects of financial management of business entities.
For her scientific, teaching, and organizational activities, the Minister of Science and Higher Education awarded her the Individual Award of the 1st Degree for Organizational Achievements, the Bronze Cross of Merit, and the Medal of the National Education Commission.

Associate Professor, PhD, Eng. Arkadiusz Tofil
He graduated from the Faculty of Mechanical Engineering at Lublin University of Technology. In 2008, he defended his doctoral thesis titled “Research on the Mechanical Process of Chipless Cutting of Round Metal Rods,” with distinction. The thesis was written under the supervision of Prof. Eng. Zbigniew Patera.
On January 25, 2017, he obtained a Doctor of Science degree. The Faculty of Mechanical Engineering of Lublin University of Technology council resolution awarded it. The summary of the scientific and research work constituting the basis for granting the degree was the monograph titled: “Processes of Shaping Semi-finished Products in a Universal Forging Rolling-mill.” The publication presents the main assumptions of the new design of the universal forging rolling mill, intended to implement longitudinal forging rolling processes, cross-wedge rolling, and waste-free splitting. It is worth emphasizing that the developed design is the subject of a license agreement and has become available on the market.
In 2022, he completed postgraduate studies in Executive Master of Business Administration at the Institute of Economics of the Polish Academy of Sciences in Warsaw.
From 2002 to 2016, he was an assistant and associate professor at the Institute of Technical Sciences and Aviation. Since 2017, he has been appointed associate professor at the State School of Higher Education in Chełm. At the same time, since October 2008, he has been employed as an assistant professor and, since 2018, as a professor at Lublin University of Technology in the Department of Computer Modelling and Plastic Forming Technology.
From 2008 to 2016, he served as Vice-Rector for Development and Cooperation with foreign countries, then Rector of the University College of Applied Sciences in Chełm from 2016 to 2020 and from 2020 to 2024. Since September 2024, he has been Vice-Rector for Student Affairs.
The author and co-author of over 100 publications, 2 monographs, and 17 patents. He conducts research and scientific work on topics related to metal plastic processing, mainly cross-wedge rolling technology (WPK), forging processes, and machining processes. He gives lectures and conducts classes in subjects related to metal plastic processing, mechanics, and engineering graphics. The author and co-author of over 20 reports on research works and numerous technical opinions, the member of teams in 8 research and development projects mainly concerning WPK technology.
Awarded by the Minister of Science and Higher Education for Notable Organizational Achievements - II degree with Bronze Cross of Merit and Silver Cross of Merit, obtained several awards of the Rector of the State School of Higher Education in Chełm for organizational activity for the university and awards of the Rector of Lublin University of Technology for achievements in scientific activity. In February 2014, appointed to the Council for the Protection and Facilitation of Civil Aviation in the Ministry of Infrastructure and Development, an advisory and consultative body to the Minister responsible for transport. The member of the Chełm Scientific Society since 2002. The co-author of numerous innovative machine designs, mainly in metal plastic processing (the devices and technological lines developed based on the designs mentioned above have been implemented in many industrial plants in Europe).

Józef Zając
Senator of the Republic of Poland of the VIII, IX, X, and XI term, professor, DSc, associate professor of the University in Joensuu - Finland. From 1973 to 1996, he was an employee of the Institute of Mathematics of the Polish Academy of Sciences, where he obtained a doctoral degree and a postdoctoral degree in mathematical sciences. As an associate professor, he lectured, among others, at the John Paul II Catholic University in Lublin (1996-2018), at the Higher School of Economics in Nisko (1998-2004), the Higher School of Information Technology and Management in Rzeszów (1999-2001) and at the University of Rzeszów (2005-06). In 1999-2001, he was the dean of the Faculty of Economics and Management of the Higher School of Foreign Languages and Economics in Częstochowa, and in the years 1997-2018, he was the head of the Department of Applied Mathematics of the Catholic University in Lublin.
Initiator of establishing the State School of Higher Education in Chełm (PWSZ) in 2001 and its Rector from 2001-2016. He created PWSZ, which provides almost 400 jobs, and nearly 2,000 young people study there. He is the author of an effective concept of theoretical and practical aviation education, which the University successfully implements to this day. He initiated and coordinated the establishment of the first Academic Airport in the Chełm Region and the Royal Depułtycze Airport (EPCD), which, after meeting several conditions, was entered into the register of civil airports on September 4, 2014, under number 66, as an exclusive use airport. He was the originator and coordinator of establishing a teaching and research base - the Center for Engineering Studies of the State School of Higher Education in Chełm – the basis for implementing the modern concept of practical education of future engineers he promoted. In the years 2016-2019, he actively supported the development of Chełm University by obtaining financial resources for the adaptation of the University building to the needs of the Student House, expanding the aircraft base by three single-engine and one twin-engine aircraft for training and transport purposes, building a runway at PWSZ airport in Chełm, and construction of a teaching building for the Institute of Medical Sciences of PWSZ in Chełm. The assets of the University he founded are estimated at several hundred million zlotys, and the name has become a recognized and valued brand in eastern Poland.
He is the originator of open lectures, exhibitions, and prestigious international conferences, and he is a valued teacher and specialist in the field of theoretical mathematics and applications of mathematics in technology and economics. Since 2004, he has been running the Scientific Mathematical Seminar and organizing cyclical international conferences in complex analysis—supervisor of two doctoral dissertations in mathematics and two doctoral dissertations in economics. He has maintained numerous contacts with domestic and foreign scientific institutions in Finland, Mexico, Japan, Germany, the USA, and Ukraine for years while promoting outstanding students and young researchers. Editor of several post-conference publications and author of over 130 scientific papers published in peer-reviewed domestic and foreign journals, including two books on navigation and aviation phraseology and one on the organization of higher education. Author of a series of journalistic articles, "Through the Eyes of a Professor," published in the regional press in 2002-2012. Ministerial reviewer of school textbooks in mathematics and reviewer of "Mathematical Reviews."
Co-author of four patents related to the concepts of mathematical modeling of the following technical problems: the extreme shape of the jet engine exhaust nozzle and high-speed rolling bearings decomposing the total rotational speed in a specially designed internal raceway system.
He is involved in the organization and functioning of Universities of the Third Age, presenting popular science lectures to their listeners.
Supports youth and promotes talents. Sponsors prizes in competitions, finances scholarships and awards for children from orphanages, and initiates and supports free educational assistance for children and youth with learning difficulties. Member of the Foundation for the Disabled and in Need of Help ‘Let Us Open Our Hearts.’ Activist for the Polish-Ukrainian dialogue within the Foundation of Polish Partnership and Cooperation.
He actively cooperates with the local government units and volunteer fire brigades, implementing strategic activities for the region.
For his social and organizational activities, he was honored with, among others, the Knight's Cross of the Order of Polonia Restituta (2011) and the Golden Cross of Merit (2000). In 2005, he received the title of "Man of the Year of the Lublin Region"; in 2011, he became “Chełmianin of the Year 2010”, and in 2015, he was awarded the Honorary Badge “Meritorious for the Lublin Voivodeship.” In 2022, he received the title "Meritorious for the City of Chełm". In 2015, 2016, 2017, and 2019, he was honored with diplomas and decorations for supporting the activities of borderland organizations, popularizing historical knowledge about Volhynia, and strengthening the ethos of the Home Army. For his work for Polish-Ukrainian understanding, he was awarded the Order of St. Mary Magdalene, Equal to the Apostles. His activities for developing scientific and economic cooperation between Poland and Canada were distinguished in 2019 with the Gold Medal of the 100th Anniversary of Polonia in Windsor.
His hobbies include airplane and glider piloting, economics, the history of Poland and Ukraine, beekeeping, and hunting. Thanks to his commitment and bold ideas, he consistently implements his vision of the Lublin region: “The Lublin region is a region of great opportunities, attractive location, and huge human potential.”
